Annual Tree Lighting Celebration

Tis the season to light up the night! Come celebrate this long standing tradition in San Elijo Hills!

Join us in the Town Square on Friday, December 2nd. Festivities will run from 6:00PM-8:30PM with the tree lighting at 7:00PM.

Here are some fun activities to look forward too!
Santa and Mrs. Clause will be here for pictures so make sure you are on his “nice” list! Don’t forget to bring your camera!

Carolers dressed in Dickens-style attire will fill the air with classic holiday tunes.

A Colorful Universe will have an ornament painting station for only $5.00 per ornament. Stop by to create a one-of-a-kind decoration for your home! They also make great gifts for family.

Holiday elves will join us to show off their artistic skills with balloons.

Cookies, cider and hot chocolate will be served to warm your belly!

Some delicious food trucks will be serving up a variety of specialties available for purchase.

Neighborhood Representatives are required to attend to the meeting to ensure quorum is established and the votes from their neighborhood are counted. All homeowners are also welcome to attend the meeting. Thank you all in advance for your participation in this process for our community!

14th Turkey Annual Classic Golf Tournament

Calling all golfers! Whether you are a first time golfer or seasoned pro, it’s time to register for the 14th Annual Turkey Classic Neighborhood Golf Tournament! Come join us November 26, 2016 at 1:00 p.m. for some golf, food, and drinks!

The San Elijo Hills Foundation is busy taking this long-standing community tradition to a whole new level. It’s going to be a blast!

You can organize your own four-some or we can match you up with the perfect partners for a great day of golf right here at the St. Mark Executive Course in San Marcos. We’re aiming for a shotgun start this year. This means we need at least 48 players. Are you in?

Questhaven Park

As a reminder to residents, Questhaven Park is closed at dusk and persons in the park will be cited by the Sheriff. Please be courteous and refrain from entering this area after the park is closed, which often disturbs the residents nearby.

Voting Day is ahead of us here in San Elijo Hills! This year’s Annual Meeting will be held on Tuesday, December 13th at 6:00PM at the San Elijo Hills Rec Center (1105 Elfin Forest Road, San Marcos, CA 92078).

Homeowners are encouraged to either return their ballots by mail or drop them in the ballot box at the onsite office at 1277 San Elijo Road S. by November 7th to ensure they are counted.

Open House Signs

The San Elijo Hills Community Association has a very specific sign policy in place regarding Open House signs in the community implemented to keep our community beautiful!

The San Elijo Hills Community Association’s governing documents prohibit the display of any non-Association signs in the Common Area. The intent of the San Elijo Hills Open House Sign Policy is to (1) provide an acceptable means for homeowners to market homes for sale within the community; (2) reduce the number of open house signs used in the community; and (3) discourage the ‘alternative’ means of signage that have been used in the past (sign spinners, signs on cars, etc.).

We are seeing an increasing number of unapproved signs, signs with balloons, flags, and riders that are directly in conflict with our policy. Here are some highlights:

Approved Open House signage is allowed for use on Saturday’s and Sundays from 1:00 – 4:00 pm only.

No riders, balloons, flags or other attention generating devises may be used with the sign.

Only one sign directing traffic either left or right may be installed at each corner. The first homeowner or agent to reach an intersection on route to their open house will place their sign at the given location. If another homeowner or agent has an open house along the same route, an additional sign is not needed. Homeowners or agents should continue to the next intersection on route to the open house and place their sign as necessary. In many cases, several open houses can be served by the same directional sign.

It is your responsibility as the homeowner to notify your agent of the policy prior to putting out their signage. If it does not follow the guidelines, it will be removed and disposed of. The Open House Policy can be found on our website www.sanelijohills.net for your convenience. Thank you for your anticipated cooperation.

Trash Cans

We appreciate a majority of the homeowners that ensure trash cans are brought in and out on a regular basis!

Please remember that trash cans must be stored behind the side yard fence or in garages. Containers may not be placed outside for pick up before 6:00 p.m. on the day prior to service and must be removed no later than 9:00 p.m. the evening of pick up. In addition, homeowners may not put trash in receptacles that do not belong to them. Trash is collected in San Elijo Hills on Thursdays.

October 2016 San Elijo Hills Community Associations (HOA) Updates

Oktoberfest

Prost!! ! Fall is in the air and our most popular event of the year is here!

Come celebrate Oktoberfest with your neighbors on Sunday, October 16th from 3:00PM-6:00PM at the lower softball field of San Elijo Hills Park!

We will be celebrating German traditions through food! Bratwurst, hot links, hot dogs, veggie dogs, potato salad, Caesar salad, sauerkraut, soft pretzels, and apple strudel will be served.
Beverages will include ice water, lemonade, iced tea, and root beer floats!

For all residents 21 and over, a beer garden will also be available (must bring a valid state-issued driver’s license or ID). Four drink tickets will be given per household. No outside alcohol will be permitted into the event.

A lively DJ will be playing some German music mixed in with some modern, family-fun hits that will be sure to get you on your feet and dancing!  Carnival games will be sure to entertain our young residents! We will also have face painting, pumpkin decorating, arts & crafts, a rock climbing wall, bounce house, obstacle course, laser tag, wrecking ball ride, photo booth and much, much more!

Please remember to bring proof of residency to gain entrance into the event (i.e.: driver’s license with on-site address, utility bill, HOA statement, etc.). Unfortunately, we will not be able to allow you to enter the event without verifying residency. If your teens or kids come on their own, please remind them to bring identification.

No guests will be permitted. No pets are permitted.

Recent Burglaries

It has been brought to the Association’s attention that burglaries are on the rise in San Elijo Hills. We did a little digging, and found great resources on sdsheriff.net. Here are some tips off of their website:

Did You Know? The majority of residential crimes are crimes of opportunity, wherein the victims have left their homes unsecured. The opportunity for residential burglary
must be curtailed both individually and collectively through citizens working with local
Law enforcement agencies. Many people who have never been a victim are often less than diligent about securing their homes and safeguarding their property. Unfortunately, thieves seek out these vulnerable opportunities, accessing homes and garages through unlocked doors and windows with minimum effort. The SD County Sheriff estimates from reports that an average burglary only takes 3-5 minutes.

Shut out burlgars-5 Key Components
WHEN APPLIED TOGETHER, THESE FIVE ITEMS SERVE TO HELP
PREVENT RESIDENTIAL BURGLARIES.

• Surveillance-The ability for people to see and be seen by day and by night.
• Lighting- Interior and exterior, on timers when it starts to get dark.
• Physical Security- Locks, hardware and structural elements.
• Evidence- of Activity providing a sense of occupancy at all times.
• Neighborhood Watch- Neighbors watching out for each other.

Most law enforcement agencies promote the principles of Crime Prevention through Environmental Design (CPTED) as the most effective way to confront crime. This environmental approach incorporates the above five key aspects into three specific areas of a residence, each of which is equally important to address.

The Exterior
Included in the exterior category are lighting, landscaping and house numbers. Adequate, appropriate lighting and a well-maintained yard creates an aesthetically pleasing environment while allowing surveillance, defining space and guiding guests on to and out of your property.

The Perimeter
Doors, windows, other entrances and alarm systems comprise the perimeter features. The primary goal is to remove any opportunity for a burglar to gain easy access and to ensure that security hardware and devices are not only adequate, but that they are used consistently.

The Interior
The interior includes all interior factors such as lighting, timers and perceived activity. The goal is to create the sense that someone is home at all times, as most burglars want to avoid confrontation.

By maximizing the security elements in these three environments and maintaining the concepts of the Neighborhood Watch Program, you will enjoy the benefits of a secure home and community. Neighborhoods interested in starting a Neighborhood Watch program should contact the Community Relations Officer with the San Marcos Sheriff’s Station. They will walk you through process, from providing notices for your first meeting, to attending the meeting and discussing concerns with residents. Once a Neighborhood has held their first meeting, and upon submission of a sign in sheet the HOA will provide signs to be displayed in your neighborhood.

The San Elijo Hills Development Company’s Visitor’s Center is now closed. San Elijo Hills Women’s Club Hoedown in the Hills

Grab your “pardner,” a pal or two, put on your cowboy duds, and join in the fun! San Elijo Hills Women’s Club’s Hoedown in the Hills promises to be an exciting evening of mouth-watering barbeque, beer, wine and non-alcoholic beverages, toe-tapping music, line dancing, an energetic live auction, and the opportunity to bid on amazing silent auction items throughout the evening, all for only $45 per person. So step right up, purchase your tickets without delay at sehwc.weebly.com, and mark your calendars for Saturday, October 22, 6-10 PM at the Williams Barn in Walnut Grove Park, 1950 Sycamore Drive, San Marcos. All proceeds from this event benefit Straight from the Heart, a local support and outreach organization serving 5000 North County foster children and their families.

Exterior Paint

It’s always a great time to paint your home! Many of the homes are reaching that age for a fresh coat of paint, and San Elijo Hills Homeowners are on the task!

You are permitted to paint the exterior without approval from the Association ONLY if you are painting the same colors currently existing on the home. If you are changing colors on any portion of the house, approval is required. Even if it’s to another scheme in your neighborhood. There are no “pre-approved” list of schemes for any neighborhoods. The Association MAY have a list of colors or the specific color match to the existing homes provided by the prospective builders for each neighborhood.  If you are planning on painting, please provide the Home Improvement Application, paint samples identifying the specific locations they will be applied, and a photo of your home. The Architectural Committee considers the existing color schemes in the neighborhood and how the new colors compliment them.

Questhaven Park

While turf repair is a normal part of maintenance, the rate of deterioration of grass is accelerated when the park is used for commercial purposes or when residents heavily use the grass when it is wet. The Association will close off sections of the park when it rains until the grass is dry.

There have recently been groups continuing to use the field on these closed areas. Please refrain from use of the turf areas when the grass is wet, and please report commercial use to Walters Management. If you are able to provide us with the business contact information, we will be happy to follow-up with the commercial entity in order to protect our parks while suggesting alternatives within the city for their use.

The goal is not to take away opportunities for residents to stay active within the community—we simply want to ensure our parks are readily available for use and enjoyed by all residents without excessive damage and unnecessary closures. The Board of Directors feels strongly that we must continue to work together to ensure that San Elijo Hills is well maintained and continues to be a premier community in North County. Interested in making an impact on your San Elijo Hills community? Get involved, and support your neighbors!

In the coming months, homeowners will have the opportunity to elect three members to the San Elijo Hills Community Association (HOA) Board of Directors as well as Neighborhood Representatives for the following communities: Acacia, Bella Vista, Calistoga, Cambria, Carmel, Cedar Crossing, Crest View, Luminara, Promontory Ridge, Saverne, Sanctuary, Terraza, The Estates, Waterford, and Westcliffe. It is important to note that the HOA Board of Directors meets on the third Tuesday of each month. Meetings are held in the evening, and typically last 2-3 hours. All homeowners interested in running for the Board should take in to account this time obligation when submitting your name for consideration.

A local fire truck and ambulance will be on the scene for your enjoyment!

Food and beverages are also just steps away! Enjoy one of the local eateries or grab a bite from one of the delicious food trucks.

Shop the Square

The San Elijo Hills Foundation is supporting the Sidewalk Saturday in the Town Square is this Saturday, September 24th from 10am-2pm! This is your chance to meet 50+ local area businesses & get a kick-start on your holiday shopping right in the town square around the fountain area. There will be fun music, food trucks and the opportunity to connect with several of our most active community groups. Stop by and show your support of all things local at this very special community building event!

The yard sale will be held on Saturday, 9/24/16 from 7AM-11AM. Directional signage will be placed out the morning of the sale to the individual neighborhoods. Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8PM the night before (Friday 9/23/16) so long as it is removed promptly after the event.

Trails Cleanup Day

The California Coastal Cleanup Day (CCD) has been set for 2016! The San Elijo Hills trails system is a designated California Coastal Cleanup Day (CCD) area, and we need volunteers!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, September 17th from 9:00AM-12:00PM to help clean up the trails!

Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online at cleanupday.org.

Special Instructions: All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate!

Students are eligible for community service hours, and prizes will be given out for the most trash collected!

San Elijo Hills Tails

Town Square Fountain:

The fountain in our town square park is a valued feature of our community, and enjoyed by all of our residents.

We have noticed an increase in vandalism to the fountain. Soap has been poured into the water, kids have been found jumping in or on the tiered areas that have damaged lights, and the structure itself.

When these types of vandalism occur, the fountain has to be drained and the necessary repairs are performed. This is often costly to the Association.

We encourage you to speak to your kids, and help us stop the ongoing damage. The Board of Directors will be looking at options on enforcing these matters.

We appreciate your help! (This happened again this last weekend)

Entry Feature Landscape Renovation-Update

If you have driven through our entrance, you probably noticed the various flags and drying vegetation. This was intentional and for a great reason….a fresh new look!

The Board of Directors recently approved a proposal from O’Connell Landscape to enhance the entry area by opening visibility to the water feature and providing a diverse environment of colorful plants, ground covers, and accents.

Shortly they will begin trenching and wiring for lighting on the monument wall and trees, and then proceeding with installing decomposed granite pathways and planting.

Completion of this project is anticipated for the end of August. We appreciate your patience and understanding during this time!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, September 17th from 9:00AM-12:00PM to help clean up the trails!

Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online at www.CreektoBay.org .

Special Instructions: All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate!

Students are eligible for community service hours, and prizes will be given out for the most trash collected!

Movie In the Park- Last Movie of the Summer:

The San Elijo Hills Community Association is hosting a FREE showing of Sony Pictures Hotel Transylvania 2 (rated PG) as part of our summer movie series!

Now that Dracula (Adam Sandler) has opened the Hotel Transylvania’s doors to humans, things are changing for the better; however, Drac is secretly worried that his half-human grandson, Dennis, isn’t showing his vampire side. So, while Mavis and Johnny are away, Drac enlists his friends to help him put the boy through a “monster-in-training” boot camp. But things really get batty when Drac’s cantankerous, old-school dad (Mel Brooks) pays an unexpected visit.

Hotel Transylvania 2 will be shown on Friday, August 5th at the lower softball field of San Elijo Hills Park. Pre-show activities (including bounce houses, a sticky wall and more!) will begin at 6:00PM and the movie will start at sunset (around 8:15PM). Remember to bring your low-back beach chairs and blankets for lawn seating! A few food trucks will be there and will have a variety of food & refreshments for purchase.

Entry Feature Landscape Renovation-Update

If you have driven through our entrance, you probably noticed the various flags and drying vegetation. This was intentional and for a great reason….a fresh new look!

The Board of Directors recently approved a proposal from O’Connell Landscape to enhance the entry area by opening visibility to the water feature and providing a diverse environment of colorful plants, ground covers, and accents.

Shortly they will begin trenching and wiring for lighting on the monument wall and trees, and then proceeding with installing decomposed granite pathways and planting.

Completion of this project is anticipated for the end of August. We appreciate your patience and understanding during this time!

Tree Trimming:

Please remember to trim any trees growing over the sidewalks or dropping seeds or leaves. They can create unsafe conditions for people and pets (poor little puppy paws!). We appreciate your efforts in keeping the sidewalks and streets looking great!

Dogs Off Leash

An increase in dogs of leashes has been reported in various neighborhoods. Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.

Save the Date: Block Party in the Town Square

Join us September 9, 2016 in the town square park at 6 pm for another Block Party in the Town Square! Getting the party started will be a live DJ, dancers, dance floor, music and lights! We will have interactive games (for all ages!), contests, prizes, photo booth and more surprises! Only one way to find out…come join us!

A local fire truck and ambulance will be on the scene for your enjoyment!

Food and beverages are also just steps away! Enjoy one of the local eateries or grab a bite from one of the delicious food trucks.

Vallecitos Water District Ends Restrictions On Outdoor Watering

The Vallecitos Water District’s Board of Directors recently voted to rescind the mandatory drought restrictions under its “Level 2 Drought Alert” and move to voluntary conservation measures under its “Level 1 Drought Watch,” thereby ending restrictions on outdoor watering. Vallecitos customers may now irrigate any day of the week with no limit on the number of watering days, and may irrigate their landscapes as long as necessary. However, the Board expressed their desire to sustain water conservation as a permanent way of life and adopted a new ordinance permanently prohibiting wasteful practices, such as:

• Visible signs of runoff when watering landscapes
• Watering between the hours of 10:00 a.m. and 6:00 p.m.
• Watering within 48 hours of a measurable rain event
• Hosing down hardscapes (patios, sidewalks, etc.)
• Not using a shut-off nozzle when washing cars
• Not fixing leaks within 48 hours of discovery

The District’s action was taken in response to the State Water Resources Control Board recently terminating water use reduction mandates and allowing water agencies to set their own water use targets based upon their specific supply conditions. Recognizing persistent yet less severe drought conditions throughout California, the newly adopted emergency regulation, which is in effect through January 2017, mandates that urban water suppliers act to ensure at least a three year supply of water to their customers under drought conditions.  A thorough analysis determined that Vallecitos has sufficient water supplies for its customers, even if drought conditions continue for the next three years; therefore, the District won’t be subject to state-mandated water-use reductions through January 2017. This is due largely to its customers who saved 25 percent since June 2015 and the fact that Vallecitos now receives a portion of its water directly from the Carlsbad Desalination Plant, which is a local, drought-resilient supply. “Due to the exceptional conservation efforts by our customers and the foresight of the District to secure desalinated seawater, we are now able to give our customers greater flexibility when it comes to keeping trees, plants and vegetation alive,” said Vallecitos Board President, Mike Sannella. “We applaud our customers’ efforts and encourage them to continue to use water efficiently at all times.”

Artificial Turf Policy

On September 14, 2015 AB 349 was approved by the Governor, and set forth a mandate which prevented homeowners associations from disallowing the use of artificial turf in their communities.
The San Elijo Hills Board conducted a thorough review of the requirements of the law and created the Artificial Turf Guidelines. In accordance with California Civil Code 1357.130, homeowners were provided a copy of the proposed policy for review and comment period.
On June 21, 2016, the Board of Directors met to review all comments made either in-person or in-writing. After careful consideration, the Board adopted the policy with minor changes. A copy of the approved policy will be available to homeowners through the Association’s websites or you may request an electronic copy from Walters Management.
Here are some important highlights!

• Quality product that includes minimum 10 year warranty, 100% recyclable and made in USA.
• Installed in accordance with requirements. Refer to section (C) “Installation”
• Maintained professionally with evidence of service contracts upon request.
• Replaced in its entirety when the color has faded.
• The guidelines allow up to 50% of the landscape area in the front of your house to be artificial turf with restrictions. Side and rear yards are unlimited. Turf cannot directly attach to your front sidewalk. A buffer is needed to soften the look and to make it appear natural.
• The turf has to be of high quality and installed correctly. There are specific requirements for the base, turf, installation and warranty requirements. No rubber fill can be used. Artificial turf that loses 20% of its original color must be replaced in entirety.

The Board of Directors will delegate the review duties for artificial turf to an outside consultant. This decision was made so that a qualified professional is able to review the technical components and installation methods.

The anticipated cost will be $100 payable to the San Elijo Hills Community Association. This would cover the cost to review the information and inspection after installation. As with any changes to the exterior of the home, including artificial turf, plans must be approved by the San Elijo Hills Community Association. Community Reminders

Clear and visible address numbers are important when it comes to safety. Please check your address numbers and replace any faded or missing numbers. This is a safety concern, which could potentially delay first responders in an emergency response.
It also impacts the general aesthetics of the community and is part of the required maintenance per the Governing Documents.

Paint or stain your fences. Fences should be stained or painted to match the house trim. No red or artificial colors, please. Protect the integrity of your fence while enhancing the look of your home!

Summer Spectacular and Laser Show!Introducing our very first summer spectacular! This all American themed carnival will entertain our residents of all ages with music, carnival games, and prize booth with tons of glow in the dark prizes, obstacle course, bounce houses, zip line, rock wall, and much more! 

Document your experience with a keepsake, and visit our photo booth! If you are hungry during all that fun, fill up on hamburgers, hot dogs, salad and other classic favorites!

….and the grand finale….LASER SHOW! YES! Our first ever outdoor laser show! Bring your chairs, blankets, sit back and enjoy the show!

There is no need to go anywhere when you can hang out in your own neighborhood and celebrate the Holiday weekend San Elijo Hills style! This event will take place on Saturday July 2, 2016 at 5 p.m. at the lower softball field of San Elijo Park! Food and games will continue until 8 p.m., and the laser show will begin approximately at 8:45 p.m.

Please remember to bring proof of residency to gain entrance into the event (i.e.: driver’s license with on-site address, utility bill, HOA statement, etc.). Unfortunately, we will not be able to allow you to enter the event without verifying residency. No guests will be permitted.
