Kristal Jabara San Marcos City Council Member

Almost like an overnight sensation the city has a new General Plan.  Of course, I am joking on the overnight part considering the General Plan Advisory Committee (GPAC) has been meeting since before I was on council.  Thirty plus GPAC meetings, three planning commission meetings, three city council meetings and the city’s new General Plan has been drafted, voted on, and passed.

Community members, property owners, real estate professionals, consultants, attorneys, city staff, and maybe a coyote or two weighed in on the plan that creates the road map for the next twenty years; that is until the first amendment is passed.

Guiding principles is what this document is meant to provide, but it is difficult not to want to attempt the drafting of a perfect blueprint.  With the hard work of our city staff and the GPAC I believe the updated General Plan is both viable and realistic.

After a quick “good job” to our planning department the question was asked by Council “when will we see the new Zoning Ordinance (the companion document to the General Plan)?”  The Planning Director was able to muster up a weary “soon”!  My hope is soon means by summer a draft is complete and the final document is in place by fall.  Until the Zoning Ordinance is in place, the General Plan along with a Zoning Matrix will provide guidance for any properties left in the gap.

 The groundbreaking for Pacific Preschool and Kindergarten of San Elijo Hills, a 6,975-square-foot facility with a 10,000-square-foot outdoor playground, will take place at 10 a.m. on March 8, at the school site on Elfin Forest Road, across the street from San Elijo Middle School.  The preschool and kindergarten, which will feature eight individual classrooms surrounding a large multi-purpose room, a kitchen and ancillary facilities, is scheduled to open in the fall, serving children from 18 months through kindergarten.

San Elijo Hills is the third location for Pacific Preschool, a private Early Education Program owned and operated by Lowell and Lynda Way.  Other locations in South Orange County are accredited by the National Academy for the Education of Young Children (NAEYC), a distinction earned by only 8 percent of preschools nationwide.

Pacific Preschool’s facility is being developed by DWO Enterprises of Rancho Santa Fe.  Other members of the development team include Mascari Warner Architects of San Diego, Bycor General Contractors of San Diego, and landscape architects Weiland & Associates of Temecula.

“Pacific Preschool and Kindergarten is focused on ‘kindergarten readiness’ — developing the physical, social, emotional, and intellectual skills children need to succeed in school, said Lynda Way, an educator who established their first preschool in 1990.

“Schools are competitive environments,” said Way.  “Putting a child who hasn’t gone to preschool in kindergarten with children who have gone to high-quality enriched preschools, is putting that child at a big disadvantage.”

Pacific Preschool prepares students for kindergarten in 125 different skill areas through programming that is engaging, creative, and fun. The school provides a safe and healthy learning environment, with teachers who have a bachelor’s degree and/or a California Department of Education teaching permit.

“In contrast to large corporate preschools, Pacific Preschool’s curriculum is based on the needs of its students – rather than on standards set at some faraway corporate headquarters,” said Way.  “Each child is assessed and tracked to determine their kindergarten readiness; then a plan is developed to focus on their needs.”

According to Paul Borden, president of HomeFed Corporation, which oversees the development of San Elijo Hills, “We knew that there was great demand for a high-quality preschool in San Elijo Hills.  When we visited Lowell and Lynda’s school in Ladera Ranch, we were impressed with the facility, the staff and the entire educational environment.  We knew we had found the perfect match for our community.”

Country Fair Committee Meeting 

The Country Fair team is having a meeting on Thursday the 16th at 6:30p at Hometown Realty. All are welcome, especially anyone looking to help out on any of our teams. We need help with decorations, set up/take down, corporate sponsorship, and more. Extra people are always welcome. The Country Fair is the biggest fundraiser for our school and needs the most volunteer help. Also, in the weeks to come we will be looking for donations of candy for our candy mine, small prizes for our prize booths, bake sale items, and for those who are really creative and love to bake, we will be having a cake walk this year. This year’s theme is “Honoring Our Vibrant Heritage. Celebrating Our New Horizons.” Mayor Desmond will touch on the accomplishments in the community over the past five years and will present the city’s vision for the future in the areas of public safety, parks and community services, community development, traffic and transportation, and other quality of life issues.

The Mayor’s State of the City Address will air on San Marcos TV Channel 19 (Cox Communications), Channel 24 (Time Warner Cable) and Channel 99 (AT&T) during the month of March on Mondays, Wednesdays and Fridays at 9 am and 6 pm, and Saturdays and Sundays at 11 am and 3 pm. It will also be available on the city’s web site.

The event is being co-hosted by the City of San Marcos and the San Marcos Chamber of Commerce.
