Northbound Elfin Forest Road to close beginning April 1 for storm drain improvements
Beginning Monday, April 1 through Friday, April 12, all northbound lanes along Elfin Forest Road between N. San Elijo Road and S. San Elijo Road are scheduled to close to accommodate the installation of a new storm drain system.
Working hours will be Monday through Friday from 9 am to 2 pm. Crews expect to complete the majority of the work during San Marcos Unified School District’s spring break to minimize traffic impacts to the surrounding schools. Delays in the schedule may occur due to inclement weather and unforeseen construction obstructions.
Standard traffic control measures with advanced warning signs and pedestrian detours will be in place. Residents and motorists should be advised that vehicular detours will require drivers to use Stephanie Court. Traffic signals will be synchronized to allow more time for detoured traffic to cross through the intersection at Stephanie Court.
Associated with the San Elijo Town Center Phase II East project, these improvements are funded as a private development project through Ambient Communities.

Ambient Communities will host the 2nd Annual San Elijo Town Center Family Fall Festival on Saturday, September 22nd, 2018 from 10 am to 2 pm at the San Eljio Hills Town Center Park.The event is free to the community and will feature family-friendly activities including Games, Music, Face Painting, a Pumpkin Patch, Food and Prizes.

The long-awaited and highly anticipated San Elijo Hills Town Center is finally under construction! Ambient Communities broke ground on the Town Center in early August and began rough grading and underground utility work. To celebrate, Ambient Communities, along with Market Place tenants and newly-signed Town Center tenants, are sponsoring a “San Elijo Hills Family Fall Festival” on Saturday, September 23, 2017 from 10:00 am to 2:00 p.m. The event will be held at Town Square Park, located at the corner of San Elijo and Elfin Forest Roads. Local food, merchandise, music and family-friendly activities will be showcased. “We have received such a warm welcome from the community that we wanted to make the groundbreaking a community event,” said Duncan Budinger, Director of Retail Development at Ambient. “We are excited to bring this project to life and be a part of this special place. In September, the foundations and slabs for Buildings A and B in Phase One will be completed. Vertical construction will begin shortly after and the buildings will start to take shape. Phase One Construction will continue throughout 2017, with an expected opening date of Summer 2018. Phase Two will follow close behind and is expected to open in Fall 2018.

After perhaps 15 years of waiting — and trying not to lose faith — San Elijo Hills residents will finally see restaurants and shops go up on vacant land in the commercial heart of the upscale community. Grading is set to begin next week on a weedy, fenced-in patch of dirt in the middle of the sprawling master-planned development in southern San Marcos. Construction should start around October, and the first businesses could open by next spring on the 5 acres of vacant land in what is essentially downtown San Elijo.“I know there has been skepticism. I hope to cure that in a few weeks as we start creating dust and showing people what a great project this is,” said Duncan Budinger, director of retail development for Ambient Communities, which is building the project. “We fully believe we are going to meet or exceed the expectations of the community.”
San Elijo Hills Towncenter Update from San Elijo Hills Development Company & Ambient Communities
Dear San Elijo Hills Residents,
As an update to last year’s town hall meeting (during which we shared the designs that you’ve seen reflected on the banners in the Towncenter), we are happy to report that we have been working cooperatively with Ambient Communities, and the City of San Marcos toward finalized designs and approvals for the second phase of San Elijo Hills Towncenter.
In that effort, we are very hopeful to receive a Site Development Permit before the end of March. Assuming we and the City are able to meet this important milestone, we intend to process the Precise Improvement Plans starting in March so that we can begin grading by early June. Vertical construction is planned for September, with the first shops opening their doors around April of 2018.
Ambient has been actively considering leasing interest for the past many months and looks forward to announcing the first businesses by mid-Summer of this year. A sincere thank you to many of you who have referred the Towncenter to businesses you would like to see open shop here in your community.
