What is San Elijo Life and How do I Participate?

San Elijo Life ™ – #1 Community Website for Everything in San Elijo Hills since 2006. We cover News and Events for San Marcos and San Elijo Hills.

The intention of San Elijo Life is to support San Elijo Hills and San Marcos resident’s with current information and ideas. We have lived in SEH since 2004 and have a great love for “Life in The Hills.” The site is independent from the developer and the homeowner’s association (HOA). The site is supported by paid advertising. We welcome guest posts and reporting, and your participation!

Participation

The key to San Elijo Life is the participation of its readers on our site and social media. We encourage everyone to share what they see, what they know, and how they feel. Here are 7 ways that you can contribute to the San Eljio Life, and be part of San Elijo Hills and San Marcos open online community.

List is not in order of priority or importance.

  1. REPORT BREAKING NEWS – Hear or witness some news? Send a breaking news report to hillslocal@sanelijolife.com or post on our Facebook Page. It can be as brief as one sentence or posted as a request for more information. Example: “Three fire trucks just went by with sirens blaring. What is up?” We’ll post the report and people who see it on the site or social media will add details. We can sort it out as a group that is open to all. Communication will help us all.
  2. BE A REPORTER – Do you know about something interesting happening in San Elijo Hills or San Marcos? If it is interesting to you, then it’s sure to be interesting to others in the community. Send it in via email or Facebook post or IM us via Facebook. We try to be fast!
  3. COMMENT – Share what you know on our site and Facebook. Whether its details about a breaking news report, government press release, citizen report, photo, or anything else posted on the website, the San Elijo Hills/San Marcos community benefits when you add your input. Sometimes you might have an answer to a specific question, other times you might know some related piece of information. Once again, if it is interesting to you, it will be interesting to others.
  4. WRITE AN OP-ED/GUEST POST – Got an opinion about something local? Write it down and argue your side of the story. Op-EDs should be between 500 to 1000 words in length. We require that you be willing to share your name with readers. Op-EDs cannot promote local businesses or political figures, and are subject to approval of San Elijo Life. Maybe you would like to write a weekly cooking post? This is a great chance for local students to practice some journalism. Photos are important and help tell the story.
  5. POST AN EVENT – It’s the same form for news or events. Be sure to include the date, time, place and any other information about the event. Be sure to specify whether it is a free event or not. Please also send a photo or logo. Please share who is producing/hosting the event, some readers think we host the Farmers Market, Business Expo etc. :).
  6. ASK A QUESTION – Got something you want to know that has local relevance? The question could be historical, factual or just something you’re curious about. Lots of great insight comes from “Question and Answer” posts. Email your question to hillslocal@sanelijolife.com, or post on Facebook.
  7. TELL A FRIEND – If a friend shows you a cool local photo, tells you some news, conveys a strong opinion … tell them that they should send their stuff in to San Elijo Life! We have a lot of new San Elijo Hills residents who are not clear on what going on and who is responsible for what..lets sort this out and work as a community and be #sanelijothankful

GOVERNOR ENDS DECLARATION OF DROUGHT

On April 7, 2017, Governor Brown issued Executive Order B-40-17. With this an important change has occurred.

Associations were previously prohibited from enforcement action against homeowners who allowed their yards to “go brown” by not watering it during the declared state of a drought.

Now that the declaration has ended, homeowners are requested to take immediate steps to restore the look of their yards, by either replacing the turf grass or submitting a request for improvements to change to a drought tolerant landscape; or submitting an application for approval for artificial turf, in conformance with the minimum requirements adopted by the Association.

For copies of the current architectural guidelines, including the artificial turf policy, please contact Interim Community Director, Rashell DeYoung at sehstaff@waltersmanagement.com.

Filing Complaints

When living in a community association, neighbor relations is an on-going process. If a concern arises, it can be a challenging and uncomfortable situation. Some would like to be anonymous so as to avoid confrontation with the person who is in violation of the rules.

To take action based on an anonymous complaint interferes with a homeowner’s due process rights. If an anonymous complaint cannot be identified, and the Association cannot independently verify the violation, penalties cannot be levied.

We are here to help! The rules and regulations contain a complaint form that you may submit for review by the Association. Upon verification of the infraction, the Association can begin the enforcement process.

If you have questions or would like to obtain a form, please contact Walters Management at 760-431-2522 or access on the Association’s website.

The next Board of Directors meeting is scheduled for Tuesday, February 21, 2017, 6:00 pm at the San Elijo Hills REC Center (1105 Elfin Forest Rd., San Marcos, CA 92078).

Questhaven Park

While turf repair is a normal part of maintenance, the rate of deterioration of grass is accelerated when the park is used for commercial purposes or when residents heavily use the grass when it is wet. The Association will close off sections of the park when it rains until the grass is dry.

Groups have continued to use the field on these closed areas.

Please refrain from use of the turf areas when the grass is wet, and please report commercial use to Walters Management. If you are able to provide us with the business contact information, we will be happy to follow-up with the commercial entity in order to protect our parks while suggesting alternatives within the city for their use.

The goal is not to take away opportunities for residents to stay active within the community—we simply want to ensure our parks are readily available for use and enjoyed by all residents without excessive damage and unnecessary closures.

The Board of Directors feels strongly that we must continue to work together to ensure that San Elijo Hills is well maintained and continues to be a premier community in North County. Thank you for your cooperation and for doing your part to help maintain our community.

Car Burglaries

It has been brought to the Association’s attention that car burglaries and vandalism are on the rise in San Elijo Hills. We found great resources on sdsheriff.net. Here are some tips off of their website:

Help Prevent Vehicle Theft
Car thieves, like home burglars, look for easy targets. Car owners obligingly leave doors unlocked, windows open, or their keys in the vehicle. Criminals usually DO NOT want to be seen, heard, or take an excessive amount of time to break in.

PREVENTION CHECKLIST- DO YOU…?
□ Lock your vehicle
□ Lock your windows
□ Take your keys with you
□ Remove your garage remote
□ Set your alarm
□ Remove number codes from your keys
□ Lock vent windows (trucks)
□ Leave only your ignition key when having your vehicle serviced
□ Remove spare keys hidden on or in your vehicle. Consider a spare key in your wallet
□ Park and lock your vehicles in garages when possible. Remove personal information such as driver license, registration etc, from unattended vehicles.
□ Carry a copy of your registration in your wallet for ease of identification in case of emergency or theft
□ Know your Vehicle Identification Number (VIN)
□ Use additional identification methods such as “Data Dots,” engravers, and dye markers
□ Place additional identification marks in several places such as tailgates, spoilers, and under the hood
□ Take a picture of your car with the plate number visible. Etch VIN numbers into all windows.

Help Prevent Vehicle Burglary
Preventing thieves from breaking into your vehicle to steal valuables is very difficult. If you want to protect your personal property, DO NOT leave it in your car.

PREVENTION CHECKLIST-DO’S and DON’Ts…
□ Do not leave purses, wallets, laptops, expensive sun glasses, cell phones and other valuables in
your vehicle
□ Never leave valuables in plain sight
□ Lock all valuables in the trunk or take them with you
□ Remove detachable stereos and faceplates from your vehicle every time
□ Never leave CASH visible.
□ Always lock your doors
□ Always lock your windows
□ Take your keys with you every time
□ Take purses and wallets inside your house after you lock and park your car in your garage
□ When equipment or tools must be kept in a vehicle, use a strong-walled, tamper proof box that can be bolted down and secured with heavy duty locks. Do not assume a box is secure because it is heavy

PARK CAREFULLY
• Use all the security measures available to you, wherever you park, even in your garage.
• At home, the best place to park is a well secured garage with car doors locked and alarm set. Secure your garage as if you had $20,000.00 cash sitting inside.
• Vehicles are 5 times more likely to be stolen from unattended parking lots than from the street or an attended lot.
• At work and in commercial areas try to park in well-lit areas, close to entrances, and near pedestrian traffic.
• Turn your wheels sharply and apply the emergency brake when parking to deter unauthorized towing.
• Lock your door and windows when parking in your driveway.

SECURITY DEVICES AND ALARMS
No security device is foolproof, but good vehicle security can greatly reduce your chances of becoming a victim. Consider installing at least two of the following security devices on your vehicle.
• Stolen Vehicle Recovery System (SVRS) to assist law enforcement with tracking and recovery.
• A kill switch or cut-off switch (an electrical device that effectively immobilizes the vehicle, even if the ignition has been forced. It prevents electrical current from reaching the coil distributor).
• Alarm devices with visible L.E.D. indicators that activate a siren, horn, lights – or all three.
• Visible L.E.D. alarm indicator
• Fuel switch to prevent fuel from reaching the carburetor.
• Device that attaches to the steering wheel or brake pedal.
• Auxiliary locking devices for window wings, sliding windows, spare tires and the hood.
• Interior hood and trunk releases.
• Locking gas cap.
• Tapered door lock buttons.
• A good quality steering wheel locking device.
• A circular metal band, or “collar” to protect the ignition lock from tampering.
• Self arming and anti code-grabbing alarm features

Annual Elections: December 13, 2016

This year’s Annual Meeting will be held on Tuesday, December 13th at 6:00PM at the San Elijo Hills Rec Center (1105 Elfin Forest Road, San Marcos, CA 92078).

Neighborhood Representatives are required to attend to the meeting to ensure quorum is established and the votes from their neighborhood are counted. All homeowners are also welcome to attend the meeting. Thank you all in advance for your participation in this process for our community!

Questhaven Park

As a reminder to residents, Questhaven Park is closed at dusk and persons in the park will be cited by the Sheriff. Please be courteous and refrain from entering this area after the park is closed, which often disturbs the residents nearby.

Parking

The Holiday season is upon us! Food, shopping, and school breaks (how are you going to get your shopping done?!) are most likely on your mind. Parking may not be on your radar. Add parking for guests during the Holidays on top of your current parking situation can always be a challenge. Not only is this a good time to think about where to put all those cars, but to consider the Association’s rules and year round parking issues within the community.

• Streets become more crowded when garages and driveways are not utilized for parking. Vehicles should be parked in available garage space first, then parked in the driveway, and then, if necessary, parked in the street.
• Garages shall be used for vehicles and other personal storage only.
• (Section 8.6): No trailer, camper, boat, recreation vehicle, commercial vehicle or similar equipment shall hereafter be permitted to remain upon the property (unless placed or maintained within an enclosed garage) nor permitted to be parked on any street, whether public or private, alley or community common area or project common area within the San Elijo Hills Community other than temporarily for purposes of loading, unloading or cleaning.
Pet Waste

Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Don’t forget those common areas next to homes! Pet waste is probably the #1 complaint amongst our residents, so please be diligent and keep San Elijo Hills looking and smelling beautiful!

Trash Cans

We appreciate a majority of the homeowners that ensure trash cans are brought in and out on a regular basis!

Please remember that trash cans must be stored behind the side yard fence or in garages. Containers may not be placed outside for pick up before 6:00 p.m. on the day prior to service and must be removed no later than 9:00 p.m. the evening of pick up. In addition, homeowners may not put trash in receptacles that do not belong to them. Trash is collected in San Elijo Hills on Thursdays.

Thank you for your efforts!
