San Elijo Hills Community Association HOA updates for August 2017

Movie in the Park – Part III –Upper Softball Field

The San Elijo Hills Community Association is hosting a FREE showing of Disney’s Moana (rated PG) as the final movie of the summer series!

An adventurous teenager sails out on a daring mission to save her people. During her journey, Moana meets the once-mighty demigod Maui, who guides her in her quest to become a master way-finder. Together they sail across the open ocean on an action-packed voyage, encountering enormous monsters and impossible odds. Along the way, Moana fulfills the ancient quest of her ancestors and discovers the one thing she always sought: her own identity.

Moana will be shown on Friday August 25th at the upper softball field of San Elijo Hills Park. Pre-show activities (including bounce houses, a sticky wall and more!) will begin at 6:00PM and the movie will start after sunset (around 8:15).

The San Elijo Hills Foundation has provided some delicious food trucks with a variety of food and refreshments for purchase including Razzy Rucas Taco Catering, Red Oven Pizza, Kona Ice, and The Rush Coffee!

Save the date: The San Elijo Women’s Club Hoedown in the Hills

The San Elijo Hills Women’s Club’s fall fundraiser, Hoedown in the Hills, is coming up!

Hoedown in the Hills benefits Straight from the Heart, a local support and outreach organization serving 5,000 North County foster children and their families. The fundraiser will be held on September 16, 2017 at the Williams Barn, located in San Marcos’ Walnut Grove Park beginning at 6:00 p.m.

For just $45 per person, attendees will enjoy mouth-watering chicken, pork and tri-tip BBQ, sides and dessert, beer and wine, lively music, line dancing, and silent and live auctions offering guests the opportunity to bid on amazing items, gift baskets and personal services. Tickets will be available online beginning July 1 at sehwc.weebly.com.

Save the date: Community Yard Sale

The San Elijo Hills Community Association is hosting a community-wide yard sale. All residents are welcome to participate in this FREE event! The yard sale will be held on Saturday, 9/23/17 from 7AM-11AM. Directional signage will be placed out the morning of the sale to the individual neighborhoods. Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8PM the night before (Friday 9/22/17) so long as it is removed promptly after the event.

Save the date: Back to School Block Party & Laser Show in the Town Square

Let’s dance the night away! Welcome new neighbors and catch up with your favorite friends! Join us September 8, 2017 in the town square park.

Getting the party started will be a live DJ, dancers, dance floor, music, lights and laser show! We will have interactive games (for all ages!), contests, prizes, and more surprises! Only one way to find out…come join us!

Food and beverages are also just steps away! Enjoy one of the local eateries or grab a bite from one of the delicious food trucks.

Trails Cleanup Day

The California Coastal Cleanup Day (CCD) has been set for 2017! The San Elijo Hills trails system is a designated California Coastal Cleanup Day (CCD) area, and we need volunteers!
The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, September 16th from 9:00AM-12:00PM to help clean up the trails!

Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online at www.cleanupday.org.

All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate! Students are eligible for community service hours, and prizes will be given out for the most trash collected! Together we can all make a difference!

San Elijo Hills Association Board of Directors Meeting

The next General Session Board of Directors meeting is scheduled for Tuesday, August 22, 2017, 6:00 pm at the San Elijo Hills onsite office (1277 San Elijo Rd. S, San Marcos, CA 92078).

Your Board of Directors is hard at work with many on-going projects.

If you have recently driven through our entrance, you may have noticed that a significant amount of plants have been added around the entry water feature creating a more colorful and diverse palette. In conjunction with this upgrade, the Board has also been focusing on the monument area and signage. The Board is actively pursuing proposals to modify the signage and incorporate additional water elements into the design.

Along with the upgrades, the Board of Directors have been diligently working to fix the entry water feature which has been non-operational due to pump failure. The pump replacement has been approved and is in process. We are excited to see what is in store for this area as the Board finalizes their plans!

California Coastal Cleanup Day in San Elijo Hills

Oktoberfest

Prost!! ! Fall is in the air and our most popular event of the year is here!

Come celebrate Oktoberfest with your neighbors on Sunday, October 16th from 3:00PM-6:00PM at the lower softball field of San Elijo Hills Park!

We will be celebrating German traditions through food! Bratwurst, hot links, hot dogs, veggie dogs, potato salad, Caesar salad, sauerkraut, soft pretzels, and apple strudel will be served.

Beverages will include ice water, lemonade, iced tea, and root beer floats!

For all residents 21 and over, a beer garden will also be available (must bring a valid state-issued driver’s license or ID). Four drink tickets will be given per household. No outside alcohol will be permitted into the event.

A lively DJ will be playing some German music mixed in with some modern, family-fun hits that will be sure to get you on your feet and dancing!

Carnival games will be sure to entertain our young residents! We will also have face painting, pumpkin decorating, arts & crafts, a rock climbing wall, bounce house, obstacle course, laser tag, wrecking ball ride, photo booth and much, much more!

Please remember to bring proof of residency to gain entrance into the event (i.e.: driver’s license with on-site address, utility bill, HOA statement, etc.). Unfortunately, we will not be able to allow you to enter the event without verifying residency. If your teens or kids come on their own, please remind them to bring identification.

No guests will be permitted. No pets are permitted.

Speed Bumps

Over the years, owners have expressed interest in speed reduction measures such as speed bumps.

The Association has reached out to the City on numerous occasions to pursue the possibility of speed bumps in our gated neighborhoods. The City, specifically the Fire Marshal, has affirmed that speed bumps will not be approved. Speed bumps slow down the response time for emergency vehicles and causes damage to their vehicle suspension.

The San Elijo Hills Community Association specifically maintains roads located in gated neighborhoods only. Gated neighborhoods in the San Elijo Hills Community Association include Westcliffe, Saverne, Azure, The Estates and Promontory Ridge.

All public streets are under the jurisdiction of the City. If you have concerns regarding public streets, please direct any correspondence to the Traffic and Engineering Department at the City.

Town Square Trees

The Liquidambar trees that line our streets have become a highlight of our cherished community.

What you may not know is that some of these trees have root structures that are causing the sidewalks to lift, creating unsafe conditions for our pedestrians. The combination of rocky soil and the proximity to the streets and sidewalks has impacted the root systems on certain trees in the community.

The San Elijo Hills Community Association and the City of San Marcos came to a mutual agreement where the City will perform the tree replacements and repairs to the sidewalks.

The Community Association and the City also came to an agreement regarding the new tree replacements, and selected Chinese Pistache and Crape Myrtle trees. The new trees will provide fall color, are better suited for the small planter areas and rocky soil, and naturally have a resistance to diseases.

The trees will be hand selected by the Association’s Arborist from local growers, and installed with the proper irrigation and root barriers.

Recent Burglaries

It has been brought to the Association’s attention that burglaries are on the rise in San Elijo Hills. We did a little digging, and found great resources on sdsheriff.net. Here are some tips off of their website:

Did You Know? The majority of residential crimes are crimes of opportunity, wherein the victims have left their homes unsecured. The opportunity for residential burglary
must be curtailed both individually and collectively through citizens working with local
Law enforcement agencies. Many people who have never been a victim are often less than diligent about securing their homes and safeguarding their property. Unfortunately, thieves seek out these vulnerable opportunities, accessing homes and garages through unlocked doors and windows with minimum effort. The SD County Sheriff estimates from reports that an average burglary only takes 3-5 minutes.

Shut out burlgars-5 Key Components
WHEN APPLIED TOGETHER, THESE FIVE ITEMS SERVE TO HELP
PREVENT RESIDENTIAL BURGLARIES.

• Surveillance-The ability for people to see and be seen by day and by night.
• Lighting- Interior and exterior, on timers when it starts to get dark.
• Physical Security- Locks, hardware and structural elements
• Evidence- of Activity providing a sense of occupancy at all times
• Neighborhood Watch- Neighbors watching out for each other.

Most law enforcement agencies promote the principles of Crime Prevention through Environmental Design (CPTED) as the most effective way to confront crime. This environmental approach incorporates the above five key aspects into three specific areas of a residence, each of which is equally important to address.

The Exterior
Included in the exterior category are lighting, landscaping and house numbers. Adequate, appropriate lighting and a well-maintained yard creates an aesthetically pleasing environment while allowing surveillance, defining space and guiding guests on to and out of your property.

The Perimeter
Doors, windows, other entrances and alarm systems comprise the perimeter features. The primary goal is to remove any opportunity for a burglar to gain easy access and to ensure that security hardware and devices are not only adequate, but that they are used consistently.

The Interior
The interior includes all interior factors such as lighting, timers and perceived activity. The goal is to create the sense that someone is home at all times, as most burglars want to avoid confrontation. By maximizing the security elements in these three environments and maintaining the concepts of the Neighborhood Watch Program, you will enjoy the benefits of a secure home and community.

San Elijo Hills Tails

Town Square Fountain:

The fountain in our town square park is a valued feature of our community, and enjoyed by all of our residents.

We have noticed an increase in vandalism to the fountain. Soap has been poured into the water, kids have been found jumping in or on the tiered areas that have damaged lights, and the structure itself.

When these types of vandalism occur, the fountain has to be drained and the necessary repairs are performed. This is often costly to the Association.

We encourage you to speak to your kids, and help us stop the ongoing damage. The Board of Directors will be looking at options on enforcing these matters.

We appreciate your help! (This happened again this last weekend)

Entry Feature Landscape Renovation-Update

If you have driven through our entrance, you probably noticed the various flags and drying vegetation. This was intentional and for a great reason….a fresh new look!

The Board of Directors recently approved a proposal from O’Connell Landscape to enhance the entry area by opening visibility to the water feature and providing a diverse environment of colorful plants, ground covers, and accents.

Shortly they will begin trenching and wiring for lighting on the monument wall and trees, and then proceeding with installing decomposed granite pathways and planting.

Completion of this project is anticipated for the end of August. We appreciate your patience and understanding during this time!

Spring Fling/Pirate Party – (May 16th)

Shiver me timbers and batten down the hatches! San Elijo Hills is excited to invite all our mateys to come celebrate spring with us, pirate-style, on Saturday, May 16th at Hilltop Field of San Elijo Park from Noon – 3:00 p.m.

Activities include:
Pirate themed games, events & craft stations
Treasure hunt
Obstacle course & bounce houses
Carnival themed concessions including popcorn and cotton candy
And more fun surprises!

Trails Cleanup Day Recap

Despite it being cold, gray, and windy, 70 volunteers joined us for the trail clean up day.  Volunteers collected 112 pounds of trash and 30 pounds of recyclables. We collected half the trash we did from the September event. We hope this is, in part, due to the awareness these events bring to our trails. Thank you all for your continued support in helping us promote these events. Keep an eye out for the next one! www.creektobay.org

Community Gardens

Spring has sprung here in San Elijo Hills! There are still a few spaces available in our Calistoga community garden for rent! Participating in the garden is a great way to work on your green thumb and witness the fruits of your labor as your seedlings begin to sprout! If you are interested in reserving one of the planters, please contact Ted Tuleck at sehdirector@waltersamanegement.com. The yearly lease fee is $50.00 (plus a $25.00 refundable key deposit) and the planter is yours until March 31, 2016.

Memorial Day Closure

The visitor’s center will be closed on Monday, May 25th as we observe Memorial Day. We will re-open regular hours Tuesday, May 26th, 10:00 a.m. – 5:00 p.m. Most city and government buildings will be closed as well so please check ahead of time if you have business to conduct on that day. Open House Sign Policy

The San Elijo Hills Community Association has a very specific sign policy in place regarding Open House signs in the community implemented to keep our community beautiful! The San Elijo Hills Community Association’s governing documents prohibit the display of any non-Association signs in the Common Area. The intent of the San Elijo Hills Open House Sign Policy is to (1) provide an acceptable means for homeowners to market homes for sale within the community; (2) reduce the number of open house signs used in the community; and (3) discourage the ‘alternative’ means of signage that have been used in the past (sign spinners, signs on cars, etc).

It is your responsibility as the homeowner to notify your agent of the policy prior to putting out their signage. If it does not follow the guidelines, it will be removed and disposed of. Barking Dogs

Please be considerate of your neighbors in respect to barking and noisy dogs. Please do not leave your dogs unattended, outside for long periods of time.

Disturbing the peace is prohibited under San Marcos code 6.24.140. No person shall own or harbor an animal in such a manner that the peace or quiet of the public is unreasonably disturbed. The keeping or maintenance, or the permitting to be kept or maintained, on any premises owned, occupied or controlled by any person of any animal or fowl which, by any frequent or long continued noise, shall cause unreasonable annoyance or discomfort to any person of normal sensitivity in the vicinity, shall constitute a violation of this section; provided, however, that nothing contained herein shall be construed to apply to reasonable noises emanating from legally operated veterinary hospitals, humane societies, animal shelters, farm and/or agricultural facilities, or areas where keeping of animals or fowls are permitted. Any person who violates any provision of this Section is guilty of a misdemeanor.
