Save the Date – BunnyPalooza!

The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 8th at the Hilltop field of San Elijo Hills Park.
This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo ops with the Easter bunny, light refreshments, and more! This year we added a DJ! They will provide music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM.

Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there!

Save the date – San Elijo Elementary Country Fair

Yee-haw! Dust off your boots because the 2017 The Country Fair is back and better than ever before! This year it will be co-hosted by Double Peak School and San Elijo Elementary!
The community of San Elijo has grown and so has the fair!! This year’s shindig will be held Friday, May12th from 5pm – 8pm and Saturday, May 13th 11am – 5pm. Yes, you read that right! Twice the time with a lot more fun!
The Fair will be open Friday night from 5 p.m. to 8 p.m. and again on Saturday from 11 a.m. to 5 p.m.
Seek thrills on your favorite carnival rides like the Zipper, Crazy Plane, Umbrella Cars, Cycle Jump, Alligator Alley and more. Plus enjoy food and live music on Friday night. Saturday will feature the new rides. Plus the same fun activities from the past including Pony Rides and Petting Zoo.
The Country Fair committee needs new ranchers (Sponsors) and ranch hands (volunteers for the committee) to help make their biggest fundraiser of the year a good ole-fashioned success. Trails Clean-Up Day

The California Coastal Cleanup Day (CCD) is back! The San Elijo Hills trails system is a designated California Coastal Cleanup Day (CCD) area, and we need volunteers!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, April 22nd from 9:00AM-12:00PM to help clean up the trails! Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online in advance. To register beginning April 1st, simply go to cleanupday.org and then look for San Marcos – San Elijo Trails under the Cleanup Sites link.

Community Reminder

Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Pet waste is probably the #1 complaint amongst our residents so please be diligent and keep San Elijo Hills looking and smelling beautiful!

An increase in dogs of leashes has been reported in various neighborhoods.  Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.

Holiday Closures

San Elijo Hills Election Results

Thank you to all of our homeowners who participated in the election process! The results are as follows:

Bill Jacoby, Laura Fratilla, and Katherine Bond were elected to the Board of Directors (2-year terms) during the Annual Meeting of Neighborhoods.

There were also some new Neighborhood Representatives elected. If you are unsure of whom your Neighborhood Representative is, please contact Walters Management at 760-431-2522.

We want to recognize outgoing Board Members Ed Philbrick and Karissa Chou for their hard work, dedication, and passion for the community. Countless hours were spent making tough decisions to benefit our residents. Thank you Ed and Karissa!

Mardi Gras 2017

The San Elijo Hills Community Association would like to cordially invite our residents 21 and over to our Mardi Gras Party at Café Stoked! The event will be held on Friday, February 10th at 6:00 PM.

Residents will be delighted with delicious food, music, dancing and contests in the true spirit of New Orleans!
Attendance to this event is limited! Cost is $5.00/person. You must provide a check (no cash) payable to San Elijo Hills to Liz McCardle in the San Elijo Hills Onsite Office in order to reserve your spot! All reservations will be taken on a first-come-first-serve basis.

The City of San Marcos to host an informational meeting in San Elijo Hills

The City of San Marcos will be hosting an informational meeting prior to the next San Elijo Hills Community Association Board meeting to discuss the plan to correct potential issues with the trees and the sidewalks located around the Town Center. Additionally, they will be discussing concerns expressed by San Elijo Hills owners regarding noise disturbances around the Double Peak Park area after hours.

The General Session meeting of the San Elijo Hills Homeowners Association will commence immediately following the conclusion of the City’s presentation at approximately 7:00 p.m.

Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate! Students are eligible for community service hours, and prizes will be given out for the most trash collected!

Community Yard Sale:

The community-wide yard sale is back!

It’s time to decide what you can live without! Pull out your price stickers because the San Elijo Hills Community Association is sponsoring a community-wide yard sale. All residents are welcome to participate in this FREE event!

The yard sale will be held on Saturday, September 26th from 7:00AM-11:00AM. The yard sale will be promoted to the public so expect many shoppers! Directional signage will be placed out the morning of the sale to direct yard-salers to the individual neighborhoods.

Do you only have a few items to sell? Join up with your neighbors to create one mega-sale!

Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8:00PM the night before (Friday 9/25/15) so long as it is removed promptly after the event.

Summer has ended, and the new school year is beginning, which can mean only one thing…..BLOCK PARTY! What better way to welcome your newest neighbors and catch up with your favorite friends! Let’s celebrate our award-winning community, and bring everyone together!

Getting the party started will be a live DJ, dancers, dance floor, music and lights! We will have interactive games (for all ages!), contests, prizes and more! Only one way to find out…come join us!

A local fire truck and ambulance will be on the scene for your enjoyment!

Board Meeting July 21st –NEW LOCATION

The next San Elijo Hills Board of Directors meeting will be held on Tuesday, July 21, 2015- 6:00PM at the San Marcos Senior Center: 111 Richmar Avenue, San Marcos 92069 in the Community room. Clock Tower

A shout out to the San Elijo Hills Board of Directors for the new clock tower lights! The new LED lighting is projected to last years, which will increase efficiency while decreasing maintenance costs. Thank you, Board!

Spring Fling/Pirate Party Has Been Rescheduled – (July 25th)

Ahoy me mateys! Hoist up your mainsails! San Elijo Hills is calling all pirates for Saturday, July 25th at the upper field of the San Elijo Park (Hilltop) from 12:00PM–3:00PM. Activities will include:

Pirate Craft Station
Lawn Games
Treasure Hunt
Obstacle Course & bounce houses
Face Painting
Concessions including popcorn, snow cones, and cotton candy.
And more fun surprises!

Movie Night August 7th

The San Elijo Hills Community Association is hosting a FREE showing of Annie (rated PG http://www.imdb.com/title/tt1823664/parentalguide?ref_=tt_stry_pg) as part 3 of our summer movie series!

Annie will be shown on Friday, August 7th at the upper sports field (Hilltop Field) of San Elijo Park. Pre-show activities (including bounce houses, a sticky wall, jousting, and obstacle course!) will begin at 6:00PM and the movie will start at sunset (around 8:00PM). Remember to bring your low-back beach chairs and blankets for lawn seating! A flashlight may come in handy too!

A few food trucks will be there, and will have a variety of food (including yummy pizza!), & refreshments for purchase. A portion of the food truck proceeds benefit the San Elijo Hills Foundation.

Annie is a Broadway classic that has delighted audiences for generations comes to the big screen with a new, contemporary vision in Columbia Pictures’ comedy, Annie. Academy Award® nominee Quvenzhané Wallis (Beasts of the Southern Wild) stars as Annie, a young, happy foster kid who’s also tough enough to make her way on the streets of New York in 2014. Originally left by her parents as a baby with the promise that they’d be back for her someday, it’s been a hard knock life ever since with her mean foster mom Miss Hannigan (Cameron Diaz). But everything’s about to change when the hard-nosed tycoon and New York mayoral candidate Will Stacks (Jamie Foxx) – advised by his brilliant VP, Grace (Rose Byrne) and his shrewd and scheming campaign advisor, Guy (Bobby Cannavale) – makes a thinly-veiled campaign move and takes her in. Community Reminders

Summer is the optimal time for painting your home! Now is the time to consider painting-whether it be that faded garage door, shutters, siding, or just the trim! If you are looking at changing the color, please submit the necessary plans and application for review and approval by the Architectural Committee.

Keep our yards looking their best! During the on-going drought and reduced watering times, owners must continue to maintain their yard areas by mowing, weeding, trimming, and pruning.

Did you know that there are many great alternatives to grass? Why not consider gardening with native plants. You can bring the beauty of California into your own landscaping while also receiving numerous benefits. There are flowers, grasses, shrubs, vines, and trees for any situation. If you are interested in modifying your current design, you must submit the necessary application and plans for review and approval by the Architectural Committee. Questions? During the summer months when the kiddos are out and about, please remember to encourage them to stay out of the streets and to be considerate to the surrounding homes with respect to noise and play equipment.

San Elijo Hills Foundation Pace Car Campaign

The PACE Car Campaign was originally triggered by a long-time resident of San Elijo Hills. Her idea stemmed from the concept of PACE Cars and how they help set the pace during a race.

-What if every resident was driving the speed limit in SEH?
-How would that affect the pace of traffic through the community?
-Can we as residents help set the pace in SEH?

Let’s find out! By building on this PACE Car concept & getting residents to commit to being vigilant about the traffic limits around our community, we believe, together, we can create a culture of safety in SEH.

Anyone who lives in SEH is encouraged to TAKE THE PACE PLEDGE. In exchange for your pledge, the SEH Foundation will provide you with a special SEH PACE Car sticker for your car window. Not only will seeing this sticker remind you to drive the speed limit, it will also serve as a moving billboard that reminds others around you to consider doing the same.

Water Restrictions Effective June 1st

On May 20, 2015, Vallecitos’ Board of Directors adopted emergency drought restrictions under Ordinance 195 that limits all outdoor irrigation, excluding certified agricultural or commercial growers, during the months of June through October to 2 unassigned days per week/8 minutes per station. If demands are not reduced by 24%, additional enforcement may be needed and the District may need to reduce watering to 1 assigned day per week.

Please remember to keep your yard weed free and maintained to ensure our community continues to look its best!

San Elio Hills Community Association (HOA) – Water Restrictions & San Elijo Hills

Dear Residents,

As you are aware, California is experiencing a significant drought. The drought is not only impacting the water supplies to residential locations but to the vast industry throughout the state. The purpose of this communication is to share with you the impact on the San Elijo Hills community and to discuss the ways we can work together to ensure San Elijo Hills supports our agencies and neighbors through conservation efforts.

Mandatory Water Conservation Regulations

On April 1, 2015, Governor Brown ordered the State Water Resources Control Board to implement reductions that will cut usage by 25%. As a result, the Vallecitos Water District raised its drought restrictions to Level 2. For a complete list of conservation actions, please visit www.vwd.org. We have also posted the drought restriction information (published by Vallecitos) on the Community Network at www.sanelijohillsnet.

Mandatory conservation actions related to landscape and irrigation include:

• Residential and commercial landscape irrigation is limited to no more than one day per week from November to May (no more than three days per week June through October).
• Irrigation is limited to no more than ten minutes per watering station. Systems using new water-efficient devices are excluded to this time constraint).
• Irrigation may only occur between 6:00 p.m. and 10:00 a.m.
• All water leaks must be repaired within 72 hours of notification by the water district.
• Outdoor watering is prohibited during and up to 48 hours after a rain event.
• Stop operation of ornamental fountains unless reticulating water is used.
• Prevent waste water associated with inefficient landscaping as well as flows onto non-targeted areas.

These regulations include both residential landscaping as well as the common areas, parks, etc. throughout the community. The San Elijo Hills Community Association is cooperating with the restrictions and has cut back irrigation accordingly. Please note: there are locations throughout the community with water efficient devices. These areas will operate with different run times to ensure the plants receive the appropriate level of irrigation within the restricted time frames. The Board is also continuing to look at areas where irrigation conversion is appropriate (switching from spray heads to drip tubing), and we will implement upgrades to the system throughout the year.

Maintenance Requirements

We understand the water restrictions will impact the health of plant material. The Association will continue to maintain its landscaped areas through regular weeding, mowing, edging and removal of dead material. Owners are expected to do the same. Therefore, please continue to maintain your yards. Owners should remove dead plant material and keep areas neat and tidy but weeding, mulching, trimming, etc.

Landscape Renovation Options

There are many options available to owners wishing to upgrade their landscaping and introduce drought tolerant themes. The Community Design Standards spell out a number of approved low water use plants from front yards. This list is NOT all inclusive but is an excellent starting point for residents. The Standards also include details on plant coverage and the use of rock in landscaping. Owners who wish to upgrade the landscaping on their properties must obtain approval from the San Elijo Hills Architectural Committee prior to installation. Other Important Items to Note

The recent changes to the drought regulations will impact the Questhaven Park renovation project. The second part of the project was scheduled to begin on April 27. This project is on hold until the drought alter is reduced. Unfortunately, the new turf installed in the first phase of the project will be impacted. Please, please, please take care of the new grass area by reducing usage as much as possible. Wear appropriate shoes, use different areas to avoid wearing down the middle section, and avoid using the new grass for organized sports as much as possible.

In addition, while it uses recirculating water and is excluded from the ordinance, the fountain located in the town square will be turned off. The goal is to send a message that the community is sensitive to the water restrictions and will reduce opportunities for water loss and evaporation as much as possible. Please take a moment to talk with your children about the fountain and ask them to refrain from playing in the structure or vandalizing the area. The cost to repair assets from vandalism directly impacts our HOA dues.

The Board of Directors seeks the support from San Elijo Hills Community Members as they form committees, solicit volunteers for specialized projects, and make decisions that impact the financial, aesthetic, and over quality of life at San Elijo Hills.

In addition to the Board elections, several neighborhoods in San Elijo Hills elected new representatives. The list of current Neighborhood Reps can be found on the community website at www.sanelijohills.net.  There are several neighborhoods that have vacancies. If you are interested in serving your neighborhood as a representative, please contact Walters Management.

San Elijo Hills Peace Monument
Following is a list of special announcements for San Elijo Hills Association:

Board Election
Ballots have been mailed for the election of three members to the Board of Directors. The following neighborhoods will also have an opportunity to elect Neighborhood Representatives: Acacia, Bella Vista, Calistoga, Cambria, Carmel, Cedar Crossing, CrestView, Promontory Ridge, Saverne, Waterford and Westcliffe. Ballots must be returned by December 4th, 2014. We encourage all owners to participate in this important process. Should you have any questions after reviewing the balloting materials, please contact Jean Salvia at jsalvia@waltersmanagement.com.

Ridgeline Trailhead Closure
Due to recent wildfire related damage, the Ridgeline Trail will remain closed until further notice. The Ridgeline Trailhead parking lot and public restroom along San Elijo Road will also be closed. Please obey all posted signs as they are placed for residents’ safety as well as liability purposes. We hope that you continue to enjoy the rest of the 18 miles of trails that we have in our community! As always, trail maps are available in the Visitor’s Center or online at www.sanelijohills.com.

Fire Safety Concerns
As the weather remains warm and the conditions dry, we would like to remind our residents to take extra care in protecting their home from fire danger. Please visit http://www.ci.san-marcos.ca.us/index.aspx?page=24&recordid=1135 to learn about the San Diego County’s “Ready, Set, Go” approach. Additionally, the fire department has requested that owners trim any trees that are growing over the fence line into HOA trees or that are growing close to the eves of your home. Thank you for your attention to this matter!

San Elijo Holiday Boutique: Saturday, November 15th
Come get some of your holiday shopping done at the San Elijo Holiday Boutique on Saturday, November 15th from 10:00AM-3:00PM at the San Elijo Rec Center. This event is presented by San Marcos Community Services and the San Elijo Hills Women’s Club and will include arts & crafts vendors, entertainment and food! A portion of the proceeds will be donated to San Elijo Hills Women’s Club to support their non-profit charities.

Must Dash for a Cure Event: Sunday, November 16th
The community of San Elijo Hills invites you to join us for a dash, walk & skip for a cure! This fun-filled day will benefit JDRF (Juvenile Diabetes Research Foundation) all with a fabulous mustache theme! Please visit www.mustdashforacure.org for more information.

Board Business
Yay! We have exciting news for our homeowners! Thanks to careful fiscal management and a healthy cash position, the Board of Directors has approved an assessment holiday for the month of December. Homeowners will not be charged Master Association assessments of $80.00 for December. Any payments received will be applied to current account balances and/or will be reflected as a credit towards future charges. Assessments will resume in January. Please note: if you live in a sub-association (Belmont, Creekside Cottages, Morgan’s Corner, Springfield, WestRidge), or you reside in a cost center (Westcliffe, Promontory Ridge, Saverne/Azure), you will still be responsible for the additional monthly assessment associated with your neighborhood.

The Board of Directors will be holding a brief general session meeting on Tuesday, November 18th at 5:00PM at the Visitor’s Center to adopt the final budget for 2015 as well as wrap up some final year-end items. Management is not recommending a change in monthly dues at this time.

This year’s Annual Meeting will be held on Tuesday, December 16th at 6:00PM at the San Elijo Elementary School multipurpose room. We anticipate participation from Fire Department to discuss fire protection and prevention here in San Elijo Hills. All homeowners are welcome to attend the meeting. Thanksgiving Closures
In observance of the Thanksgiving holiday, Walters Management offices will be closed on Thursday, November 27th and Friday, November 28th. If you have an emergency that cannot wait until the next business day, please call the on-call service at (858) 495-0900 so your issue can be addressed. Turkey Classic Golf Tournament: Saturday, November 29th
It’s time! Time to register for the 12th Annual Turkey Classic Neighborhood Golf Tournament and this year promises to be better than ever! You can assemble your own four-some or we can match you up with the perfect partners for a great day of golf right here in San Marcos. We’re aiming for a shotgun start this year. This means we need at least 65 players. Are you in? This is the most fun golf tournament you’ve ever experienced and the event committee for the San Elijo Hills Foundation is busy taking this long-standing community tradition to a whole new level. San Elijo Hills Tree Lighting Event: Friday, December 5th
Tis the season to be jolly! Bundle up warmly and come out to the Town Square on Friday, December 5th. Festivities will run from 6:00PM-8:00PM with the tree lighting at 7:00PM. Activities include:

• Santa will be here for pictures so make sure you are on his “nice” list! Don’t forget to bring your camera!
• Carolers dressed in Dickens-style attire will fill the air with classic holiday tunes.
• A Colorful Universe will have an ornament painting station for only $5.00 per ornament. Stop by to create a one-of-a-kind decoration for your home! They also make great gifts for family.
• Holiday elves will join us to show off their artistic skills with balloons.
• Cookies, cider and hot chocolate will be served to warm your belly!
• Some awesome food trucks will be serving up a variety of specialties available for purchase.

San Elijo Hills Association Board Election Results

Congratulations to Edward Philbrck, Karissa Chou and Natalie Gallays for being elected to the San Elijo Hills Board of Directors during the 2012 Annual Meeting of Neighborhood Representatives. The new board members will serve a two year term. The newly elected members join Ron Greitzer, who was elected last December, and Hale Richardson, the developer-appointed member. The next HOA meeting will be February 7th.

Meet the Candidates Night for San Elijo Hills Association Board Recall & Election

Meet the Candidates Night was held on Tuesday at the Peppertree Hills Eatery. The event was well attended by an estimated 75 San Elijo Hills homeowners who squeezed into the cafe and visitors center. Nine of the ten candidates for San Elijo Hills Association Board seats attended. The candidates answered homeowner questions about: foreclosure blight, community events, developer involvement on the board, and HOA interaction with San Marcos City government around speeding in neighborhoods and cut through traffic.
