Save the Date – BunnyPalooza!

The San Elijo Hills Community Association is having its Annual BUNNYPALOOZA on Saturday, April 8th at the Hilltop field of San Elijo Hills Park.
This year’s event will include an egg hunt, bounce houses, face painting, crafts, photo ops with the Easter bunny, light refreshments, and more! This year we added a DJ! They will provide music, games, and an obstacle course so parents and kids of all ages can enjoy some friendly competition!

BUNNYPALOOZA will begin at 9:30AM and run until 12:00 PM. The Egg Hunt will be split by different age groups in 10 minute increments beginning at 10:00 AM.

Don’t forget to bring your own basket to collect your eggs and a camera to take pictures with the Bunny! Hope to see you there!

Save the date – San Elijo Elementary Country Fair

Yee-haw! Dust off your boots because the 2017 The Country Fair is back and better than ever before! This year it will be co-hosted by Double Peak School and San Elijo Elementary!
The community of San Elijo has grown and so has the fair!! This year’s shindig will be held Friday, May12th from 5pm – 8pm and Saturday, May 13th 11am – 5pm. Yes, you read that right! Twice the time with a lot more fun!
The Fair will be open Friday night from 5 p.m. to 8 p.m. and again on Saturday from 11 a.m. to 5 p.m.
Seek thrills on your favorite carnival rides like the Zipper, Crazy Plane, Umbrella Cars, Cycle Jump, Alligator Alley and more. Plus enjoy food and live music on Friday night. Saturday will feature the new rides. Plus the same fun activities from the past including Pony Rides and Petting Zoo.
The Country Fair committee needs new ranchers (Sponsors) and ranch hands (volunteers for the committee) to help make their biggest fundraiser of the year a good ole-fashioned success. Trails Clean-Up Day

The California Coastal Cleanup Day (CCD) is back! The San Elijo Hills trails system is a designated California Coastal Cleanup Day (CCD) area, and we need volunteers!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, April 22nd from 9:00AM-12:00PM to help clean up the trails! Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online in advance. To register beginning April 1st, simply go to cleanupday.org and then look for San Marcos – San Elijo Trails under the Cleanup Sites link.

Community Reminder

Please pick up after your pets and remind your children to do so as well if they are responsible for the dog-walking duties. Pet waste is probably the #1 complaint amongst our residents so please be diligent and keep San Elijo Hills looking and smelling beautiful!

An increase in dogs of leashes has been reported in various neighborhoods.  Pet owners shall at no times allow pets to run unrestrained in common areas, streets, sidewalks or pathway areas and shall at all times have full and complete control over the animal. Please remember there is a $250 fine from the county (San Diego County Code Sec. 63.0102(b)(2)) for unrestrained pets.

The next Board of Directors meeting is scheduled for Tuesday, April 18, 2017, 6:00 pm at the San Elijo Hills REC Center (1105 Elfin Forest Rd., San Marcos, CA 92078).

**Since 2006 SanElijoLife.com provides community news, photos, videos, and a directory of resources for residents of San Elijo Hills. The site is independent from the developer and the HOA and is run by local homeowners.

Block Party in the Town Square-September 11th

Summer has ended, and the new school year is beginning, which can mean only one thing…..BLOCK PARTY! What better way to welcome your newest neighbors and catch up with your favorite friends! Let’s celebrate our award-winning community, and bring everyone together!

Getting the party started will be a live DJ, dancers, dance floor, music and lights! We will have interactive games (for all ages!), contests, prizes and more! Only one way to find out…come join us!

A local fire truck and ambulance will be on the scene for your enjoyment!

Food and beverages are also just steps away! Enjoy one of the local eateries or grab a bite from one of the delicious food trucks.

Win a dinner with your local firefighters

The San Elijo Hills Development Company and San Elijo Hills Foundation have teamed up and donated a certificate that entitles the winner and five guests to a dinner prepared by Firefighters at a local fire station! The dinner also includes a tour of the station and their emergency equipment.

Raffle tickets will be sold at the BLOCK PARTY in the town square event on September 11th and a lucky winner will be drawn!

Trails Clean Up Day

The California Coastal Cleanup Day (CCD) has been set for 2015! The San Elijo Hills trails system is a designated California Coastal Clean-up Day (CCD) area, and we need volunteers!

The trail system within San Elijo Hills is such a beloved feature of our community! Please join us on Saturday, September 19th from 9:00AM-12:00PM to help clean up the trails!

Volunteers will meet in the Town Square (by the fountain) of San Elijo Hills at 9:00AM. Walk-ups are welcome but pre-registration helps us with site logistics, so if you know for sure you want to help, please register online at http://bit.ly/1s3MgoG.

Special Instructions: All volunteers should wear comfortable closed toed shoes and sun protection. You can help reduce waste by bringing your own reusable water bottle, and gardening or work gloves. Note: every participant in CCD needs to sign a waiver; anyone under the age of 18 needs a parent or guardian signature to participate! Students are eligible for community service hours, and prizes will be given out for the most trash collected!

Together we can all make a difference!

Community Yard Sale

The community-wide yard sale is back!
It’s time to decide what you can live without! Pull out your price stickers because the San Elijo Hills Community Association is sponsoring a community-wide yard sale. All residents are welcome to participate in this FREE event!

The yard sale will be held on Saturday, September 26th from 7:00AM-11:00AM. The yard sale will be promoted to the public so expect many shoppers! Directional signage will be placed out the morning of the sale to direct yard-salers to the individual neighborhoods.

Do you only have a few items to sell? Join up with your neighbors to create one mega-sale!

Please note, there will be NO MAPS distributed indicating which individuals homes are participating. Please feel free to add additional signage in the community after 8:00PM the night before (Friday 9/25/15) so long as it is removed promptly after the event.

Architectural Committee

Interested in making exterior improvements to your yard or home? Please make sure to submit the Architectural Application and plans prior to the scheduled date.

The Architectural Committee typically meets the 2nd Tuesday each month.

Water Restrictions Effective June 1st

On May 20, 2015, Vallecitos’ Board of Directors adopted emergency drought restrictions under Ordinance 195 that limits all outdoor irrigation, excluding certified agricultural or commercial growers, during the months of June through October to 2 unassigned days per week/8 minutes per station. If demands are not reduced by 24%, additional enforcement may be needed and the District may need to reduce watering to 1 assigned day per week.

Please remember to keep your yard weed free and maintained to ensure our community continues to look its best!

Recent Resident Concerns

It has been brought to our attention that kids are using party poppers in common areas.

“Party snaps” or “party poppers,” are designed to make a small bang when thrown against the ground. The party snaps make a flash when they explode and can potentially be hazardous if not properly used. Party snaps should not be used by kids without adult supervision. Parents who want to use the party snaps or similar products are advised to read the warning labels.

We encourage you to speak with your kids about refraining from this activity.

Spring Fling/Pirate Party is Saturday (July 25th)

Ahoy me mateys! Hoist up your mainsails! San Elijo Hills is calling all pirates for Saturday, July 25th at the upper field of the San Elijo Park (Hilltop) from 12:00PM–3:00PM. Activities will include:

Pirate Craft Station
Lawn Games
Treasure Hunt
Obstacle Course & bounce houses
Face Painting
Concessions including popcorn, snow cones, and cotton candy.
And more fun surprises!

Update from the HOA:

Due to weather conditions the City of San Marcos has shut down a majority of the city parks & fields for this weekend.  This unfortunately means that our Spring Fling/Pirate Party that was scheduled for tomorrow, Saturday May 16th, at Hilltop Field has to be rescheduled.  We apologize for the inconvenience and we are working on a rescheduled date, and will notify the community as soon as possible.

The City of San Marcos has all park closures, road closures and other inclement weather information on their website.

Community Garden Lottery

It is time for our annual community garden to come alive! Participating in the garden is a great way to grow your own flowers, vegetables and herbs! Planter boxes will be available from April 1, 2015– March 31, 2016. The cost of a yearly lease is $50.00 plus a $25.00 key deposit and must be pre-paid. All existing lessees must reapply. Current users who are not reselected in this year’s lottery must vacate their planter boxes no later than April 1st, 2015. If you would like to participate, please contact Ted Tuleck at sehdirector@waltersmanagement.com for more information or to obtain a lottery application.

Questhaven Park Maintenance Closures

Please be advised that we will be repairing the turf in the Questhaven Park over the next two months. This is an extensive project that will be completed in two phases in order to allow you to continue to use portions of the park during the renovation. The renovations will not impact your use of the playground.

The project began on March 16 and will continue through the end of May. Please follow all signage and do not use the areas that are closed. If residents do not follow the signs and use areas before they are re-opened, we may need to extend the project.

While turf repair is a normal part of maintenance, the rate of deterioration of grass is accelerated when the park is used for commercial purposes or when residents heavily use the grass when it is wet. Please limit your use of the turf areas when the grass is wet, and please report commercial use to Walters Management. If you are able to provide us with the business contact information, we will be happy to follow-up with the commercial entity in order to protect our parks while suggesting alternatives within the city for their use. The goal is not to take away opportunities for residents to stay active within the community—we simply want to ensure our parks are readily available for use and enjoyed by all residents without excessive damage and unnecessary closures.

The Board of Directors feels strongly that we must continue to work together to ensure that San Elijo Hills is well maintained and continues to be a premier community in North County. Thank you for your cooperation and for doing your part to help maintain our community.
The Country Fair – April 18th

Come out and support your local San Elijo Elementary school on Saturday, April 18th for the 8th Annual SEES All-American Country Fair. The Country Fair is coordinated by the school’s PTO with the help of community volunteers and sponsors. It is always a hit with San Elijo Hills residents For All Ages!
The Fair will be held on the school grounds from 11:00 a.m. to 5:00 p.m. The admission is FREE and you may buy tickets for food, drinks and games on the day of the event.

Attendees will enjoy the petting zoo, hand-led pony rides, double the traditional fair foods and treats, and double the international food trucks, carnival rides including something new this year: The Rock Wall, Water Bubbles and Water Rollers. Back by popular demand; are the The Land Zorb Balls. (These are the Human Hamster Balls where some will be on water and some will be on land.) Attendees will also have fun at the carnival games with prizes, jumpy slides, arts and crafts, a train for all ages to ride along Route 66. A limited addition plush Minecraft Enderdragon along with other Mindcraft stuff animals will be given away for the Prize Walk and much much more! There will be a Silent Auction with hundreds of items to bid on and enjoy.

Be sure to stop by the main Stage, and catch the entertainment from some of the local Rising Stars in the community before they head off to Hollywood!
For even more fun there will be a separate Karaoke Stage where you can join in and sing your favorite song to your heart’s content!!

It is a great opportunity to visit the school if you have younger children soon going to Kindergarten. All the proceeds from this day will go directly to the school to help fund their educational programs for the SEES students.

There will be prizes available for most unique item and also for most (by weight) dog waste collected. Students get community service hours/credits for participating.

One-Way Streets in San Elijo Hills

Traffic flow is oftentimes an issue in the community, particularly around the Town Square where many of the streets are one-way. According to the CA DMV website:

Except when a sign is in place prohibiting a turn, a driver, after stopping as required, facing a steady red signal, may turn right, or turn left from a one-way street onto a one-way street. A driver making that turn shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to any vehicle that has approached or is approaching so closely as to constitute an immediate hazard to the driver, and shall continue to yield the right-of-way until the driver can proceed with reasonable safety.

For the safety of our residents, please be aware of pedestrians and oncoming traffic and yield the right-of-way!

Community Event w/ The Sherriff’s Department: Wednesday, February 18th

The Sheriff’s Department will send representatives to discuss traffic safety in the community. The event will be on Wednesday February 18th at 6 PM at the San Elijo Recreation Center. It should be a very positive event for members of the community to hear from the Sheriff’s Department and also ask questions about any traffic safety concerns they may have. This is a perfect forum to give direct feedback and voice your traffic and safety concerns. For more information please contact Kelly O’Donnell at kodonnell@jonesday.com. All residents are encouraged to attend.

Community outreach is a top priority of the San Diego County Sheriff’s Department. Members of the community should feel comfortable bringing problems related to safety and security to our staff. The San Marcos Sheriff’s Station is holding a Coffee with the Community on:

The San Elijo Hills Community Association would like to cordially invite our residents 21 and over to our tropical beach party at Café Stoked! The event will be held on Thursday, February 26th from 6:00PM-8:30PM. Residents will be delighted with delicious hors d’oeuvres, drinks, music and dancing in the true spirit of a fun and festive beach party! Please register before it’s too late.  We are already at 50% capacity!

Attendance to this event is limited. Cost is $5.00/person. You must provide a check (no cash) payable to San Elijo Hills to Ted Tuleck in the Visitor’s Center in order to reserve your spot! Trail Use Regulations
With the onset of a new year, we would like to take the time to remind everyone of our trail rules here in San Elijo Hills as well as the La Costa Preserve which is adjacent to our trail system. Please keep these in mind while you are out enjoying the beauty of the community!
1. Stay on designated trails.
2. Trails hours are from dusk to dawn.
3. Bicyclists and skaters yield to equestrians; pedestrians yield to equestrians.
4. Keep to the right of the trail. Allow room for others to pass.
5. No smoking or fires allowed.
6. Motorized vehicles are prohibited.
7. Keep dogs on 6 foot leash maximum at all times; clean up after your pet.
8. Take out what you carry in; do not litter.
9. Rattlesnakes are found in this area. They will defend themselves if cornered or threatened. Ticks, poison oak, loose rock, steep ravines other dangers exist in parks and/or trails. Mountain lions have been spotted in this area. Please use caution.
10. If you have an emergency, dial 911.
11. Trail use is at your own risk.

Update from San Elijo Hills Association

Thank those of you who participated in the election process and 2014 Annual Meeting of Neighborhoods.

The new Board of Directors for San Elijo Hills is as follows:

Phil Makrogiannis (Elected to 2 year term December 2013)

Halé Richardson (Developer Appointed)

Edward Philbrick (Re-elected to 2 year term December 2014)

Paul Hinz (Elected to 2 year term December 2014)

Bill Jacoby (Elected to 2 year term December 2014)

The Board of Directors seeks the support from San Elijo Hills Community Members as they form committees, solicit volunteers for specialized projects, and make decisions that impact the financial, aesthetic, and over quality of life at San Elijo Hills.

In addition to the Board elections, several neighborhoods in San Elijo Hills elected new representatives. The list of current Neighborhood Reps can be found on the community website at www.sanelijohills.net.  There are several neighborhoods that have vacancies. If you are interested in serving your neighborhood as a representative, please contact Walters Management.

Following is a list of special announcements for San Elijo Hills Association:

Board Election
Ballots have been mailed for the election of three members to the Board of Directors. The following neighborhoods will also have an opportunity to elect Neighborhood Representatives: Acacia, Bella Vista, Calistoga, Cambria, Carmel, Cedar Crossing, CrestView, Promontory Ridge, Saverne, Waterford and Westcliffe. Ballots must be returned by December 4th, 2014. We encourage all owners to participate in this important process. Should you have any questions after reviewing the balloting materials, please contact Jean Salvia at jsalvia@waltersmanagement.com.

Ridgeline Trailhead Closure
Due to recent wildfire related damage, the Ridgeline Trail will remain closed until further notice. The Ridgeline Trailhead parking lot and public restroom along San Elijo Road will also be closed. Please obey all posted signs as they are placed for residents’ safety as well as liability purposes. We hope that you continue to enjoy the rest of the 18 miles of trails that we have in our community! As always, trail maps are available in the Visitor’s Center.

Fire Safety Concerns
As the weather remains warm and the conditions dry, we would like to remind our residents to take extra care in protecting their home from fire danger. Please visit http://www.ci.san-marcos.ca.us/index.aspx?page=24&recordid=1135 to learn about the San Diego County’s “Ready, Set, Go” approach. Additionally, the fire department has requested that owners trim any trees that are growing over the fence line into HOA trees or that are growing close to the eves of your home. Thank you for your attention to this matter!

Board Business
Yay! We have exciting news for our homeowners! Thanks to careful fiscal management and a healthy cash position, the Board of Directors has approved an assessment holiday for the month of December. Homeowners will not be charged Master Association assessments of $80.00 for December. Any payments received will be applied to current account balances and/or will be reflected as a credit towards future charges. Assessments will resume in January. Please note: if you live in a sub-association (Belmont, Creekside Cottages, Morgan’s Corner, Springfield, WestRidge), or you reside in a cost center (Westcliffe, Promontory Ridge, Saverne/Azure), you will still be responsible for the additional monthly assessment associated with your neighborhood.

This year’s Annual Meeting will be held on Tuesday, December 16th at 6:00PM at the San Elijo Elementary School multipurpose room. We anticipate participation from Fire Department to discuss fire protection and prevention here in San Elijo Hills. All homeowners are welcome to attend the meeting. Tis the season to be jolly! Bundle up warmly and come out to the Town Square on Friday, December 5th. Festivities will run from 6:00PM-8:00PM with the tree lighting at 7:00PM. Activities include:

• Santa will be here for pictures so make sure you are on his “nice” list! Don’t forget to bring your camera!
• Carolers dressed in Dickens-style attire will fill the air with classic holiday tunes.
• A Colorful Universe will have an ornament painting station for only $5.00 per ornament. Stop by to create a one-of-a-kind decoration for your home! They also make great gifts for family.
• Holiday elves will join us to show off their artistic skills with balloons.
• Cookies, cider and hot chocolate will be served to warm your belly!
• The following food trucks will be serving up a variety of specialties available for purchase: It’s a Dog’s World, Super Q BBQ, Chubby’s, & Lil Miss Shortcake.

Vallecitos Water District: Drought Information
As you may be aware, the drought is likely to continue through 2015 as forecasters predict another warm winter with little rain. As a result, the Vallecitos Water District is calling on customers to comply with mandatory water conservation measures that include limiting outdoor watering to one-day-per-week for 10 minutes per station. Can your lawn withstand another dry season if additional water-use restrictions are needed? For many people, a lush, green lawn may be a thing of the past. Fortunately, water-efficient landscapes using California friendly plants, artificial turf, or rocks or mulch offer an attractive alternative to water-intensive grass.

To help you transform your landscape and conserve water, the Vallecitos Water District, in collaboration with its wholesalers, offers turf replacement rebates. The rebates, available to all Vallecitos Water District customers, provide incentives of up to $3.50 per square foot for replacing turf grass with water-efficient landscaping options more suited to the region’s semi-arid climate. There are many different landscaping options to choose from to qualify for these rebates.

Advances in technology can also significantly reduce water use. As such, rebates are available for many water efficient devices, including water efficient rotating sprinkler nozzles and weather-based irrigation controllers that use weather data and site information to adjust watering times and frequency. Rain barrels are also included in the program and offer an excellent way to collect rain runoff for irrigation. With rebates of $75 per rain barrel, this can significantly reduce the cost for rainwater harvesting. The District also provides free landscape irrigation audits, where a certified water-use specialist will come to your home or business and develop a tailor-made plan to achieve the best water savings possible.

Customers who participate in the District’s water-conservation programs may see substantial savings on their water bills. Water smart landscapes can cut outdoor water use by up to 70 percent through a combination of plant selection and irrigation technology. In addition to potentially saving money, California friendly landscapes often require less maintenance and produce a variety of colorful, seasonal foliage that attract butterflies, birds and other wildlife. With a little planning and some assistance from the District, customers can do their part to reduce water consumption, while creating a beautiful, drought-resistant landscape to enjoy for many years to come.
