SAN MARCOS – Labor Day weekend is the new target date for opening a four-lane extension joining Twin Oaks Valley and San Elijo roads. The city had planned to open one lane in each direction in July. But San Marcos officials have now decided to wait until all the work is done before allowing vehicle access, said Mike Mercereau, public works director. The extension will be a more direct route between California State University San Marcos and San Elijo Hills, a development southwest of the university. Currently, the only way to get from one to the other is on Rancho Santa Fe Road. Motorists also will be able to use the new road to bypass state Route 78 when traveling between Interstate 15 and the coast. The extension is being built by the city and the developer of San Elijo Hills in two segments. The city is extending Twin Oaks Valley Road south by eight-tenths of a mile at a cost of about $20 million. The developer has been extending San Elijo Road east from near a now-closed county landfill through its project. It still has about three-quarters of a mile to go before it reaches the city’s segment, said Jeff O’Connor, director of operations for San Elijo Hills.
