Town Square Fountain
Our beautiful fountain located in the center of the Town Square Park is a community asset which has been long enjoyed by residents.
The fountain uses recirculating water. A pump sends water from a reservoir at the base throughout the entire system. The pump continues to recycle the water as long as it is turned on.
Recently, in order to conserve water resources and to further the Association’s efforts to comply with the water reduction measures mandated by the State, the Association drained the fountain.
Unfortunately, in that time numerous incidents of children running through the empty fountain, skateboarders skating in the fountain, and children climbing on the fountain have occurred. Such activity has led the Association to reevaluate their previous decision to shut the fountain down, primarily due to public safety issues as well as the very real economic concern regarding what it may cost to restore the fountain if it were damaged during such activities. The potential safety and financial concerns heavily outweighed any minimal gains in water conservation that might be made by having it shut down.
Therefore, weighing all factors as thoroughly and objectively as possible, the Board of Directors voted in favor of having the fountain refilled and the pump turned back on for residents to again enjoy. It is expected that the fountain will be flowing again prior to the upcoming Thanksgiving Weekend.
Address Numbers
Clear and visible address numbers are important when it comes to safety. Please check your address numbers and replace any faded or missing numbers. This is a safety concern, which could potentially delay first responders in an emergency response.
It also impacts the general aesthetics of the community and is part of the required maintenance per the Governing Documents.
Artificial Turf
The San Elijo Hills Community Association Board of Directors is aware that Governor Brown has signed emergency legislation (AB 349) restricting Associations from prohibiting the use of artificial turf or any other synthetic surface that resembles grass. Bill AB 340 does not prohibit an Association from applying landscaping rules, so long as the rules fully conform to restrictions in Civil Code 4735(a).
The Board is currently in the process of creating a proposed policy, which will be provided to the membership and formally adopted after the review and comment period in accordance with California Civil Code 1357.130.
We appreciate your patience and understanding while the Board of Directors creates a policy that incorporates the synthetic material while maintaining a certain level of aesthetics and consistency in the community.
Double Peak Park Hours
As a reminder to residents, Double Peak Park is closed at dusk and persons in the parking lot and behind the lower gate will be cited by the Sheriff. Please be courteous and refrain from entering this area after the park is closed, which often disturbs the residents nearby.

. I can’t believe it took them this long to figure it out.
