More than a quarter-century ago, Scripps Health had what turned out to be a short-lived plan to build a medical campus on 80 acres it owns west of Cal State San Marcos and just east of the San Marcos Creek.In the decades since, even as San Marcos grew up around it, the Scripps land has remained vacant.But that could change soon. Developer H.G. Fenton — which has had an option to buy the Scripps land since the early 2000s — has pitched plans to allow 230 homes on half of the Scripps land. The other half is slated to see a mix of offices, shops and residences, as well as a potential new school site and wetlands.The proposal also calls for the completion of Discovery Street, which the developers say could ease traffic on other roads, and possibly keep a few cars off nearby state Route 78.Under the best-case scenario for Fenton, construction on the south phase, including the completion of Discovery, would start in 2019.The development project is still in its infancy, but Fenton hosted an introduction to it last week, with the first public presentation to share the vision of what it calls Discovery Village.Fenton CEO Mike Neal said Friday he sees the project as a natural connection between the city’s plans to craft a downtown area by the creek to the west and the redevelopment of land north and east of the university.
